Who profits from the CRC Scheme?
UPDATED! The money collected by the UK Government from the scheme was to be recycled directly back to the participants at the end of each Compliance year: with the intention that the entire scheme from the Government's perspective would be revenue-neutral.

However, in October 2010 the UK Government announced that a number of changes would be made to the CRC Energy Efficiency Scheme. Revenues from allowance sales will now be used to support the public finances, including spending on the environment, rather than recycled to participants as originally intended.
The government assesses that the benefit to the public purse from not recycling revenue from the CRC scheme will be £715m in 2011/12, rising to £1020m in 2014/15.
